Community rules

This is a translation. The Vietnamese text at /phap-ly/quy-tac-cong-dong prevails, except where the law requires the version more favourable to a consumer.

Hỏi đáp (Q&A community) is the community for questions and answers on import-export, customs and logistics on xnk24.com and in the XNK24 Pro application. These rules apply together with the Terms of use and the Acceptable use policy.

Version 1.0, effective from 28/10/2026.

Chapter I. Scope and accounts

Article 1. Who may take part

1. Everyone can read Hỏi đáp, even without an account.
2. To ask a question, answer, comment, vote or report, you need an XNK24 account with a verified email address that meets the age requirement in Article 11 of the Terms of use.
3. One account per person. Do not create additional accounts to vote for yourself, get around limits or avoid enforcement measures.

Article 2. All posts are public

1. Your questions, answers, comments, display name, job title, avatar and reputation points are publicly visible and may be indexed by search engines. Your email address is never displayed.
2. Do not post details of invoices, schedules, declarations or customers' counterparty information. When you need to ask about a shipment, remove company names, tax codes, declaration numbers, contract numbers, container numbers linked to a customer, unit prices and any detail that identifies a customer or counterparty.

Chapter II. Content

Article 3. Encouraged content

1. Clear professional questions with enough context for others to answer: type of goods, mode of transport, delivery terms, export or import direction.
2. Answers with a basis: cite document reference numbers, provisions and official published sources; make clear what is personal experience.
3. Polite feedback that focuses on the content and not on the person.

Article 4. Prohibited content

You must not post, comment or link to:

1. content prohibited by law, including content prohibited in cyberspace under the Law on Cybersecurity (Luật An ninh mạng), such as content opposing the Socialist Republic of Vietnam, inciting violence, causing division, false information causing public alarm, and depraved content;
2. content that insults, humiliates, slanders or defames the honour or reputation of an individual, business, agency or organisation; or that accuses a specific business or person of violations without a basis;
3. other people's personal data without authority (identity card numbers, telephone numbers, addresses, photographs of documents, etc.), customer data, other people's business secrets, or documents you have a duty to keep confidential;
4. advertising, offers for sale, service pitches, affiliate links, invitations to make private contact to sell; spam, repeated content, content unrelated to the topic;
5. impersonation of an individual, business, state agency, customs officer or XNK24 staff member; claiming a job title or qualification you do not hold;
6. content infringing intellectual property rights, for example copying whole news articles, books, textbooks or copyrighted documents without permission. Quoting legal normative documents and administrative documents is allowed, because those documents are not subject to copyright protection;
7. instructions or encouragement for smuggling, trade fraud, misdeclaring classification, value or origin, tax evasion, or evading embargoes or sanctions;
8. malware, phishing links, password-harvesting links;
9. manipulation of the system: voting from multiple accounts, trading or buying votes, creating accounts to accept your own answers.

Article 5. AI-generated content

1. If a significant part of your post was written or translated by an AI tool (including the AI assistant in XNK24 Pro), state this at the start of the post, for example: "The answer below was prepared with AI assistance."
2. You remain responsible for that content as if you had written it yourself. Check document reference numbers, HS codes and figures before posting; AI can invent documents that do not exist.
3. Do not use AI to mass-produce questions or answers to earn reputation points.

Article 6. Responsibility for your posts

1. You are responsible for the content you post. You warrant that you have the right to post it and that it does not infringe the rights of others.
2. Answers on Hỏi đáp are members' opinions, not legal advice. The person asking decides whether to follow them and should check against official sources (Professional disclaimer).
3. If your post causes loss to others in breach of these Rules or the law, you are responsible as provided by law.

Article 7. Rights in posts and licence to XNK24

1. You keep copyright in the content you write.
2. By posting, you grant XNK24 a non-exclusive, royalty-free right, applying in Vietnam and wherever else the service can be accessed, to store, technically copy, format, display and distribute that content within the scope of operating Hỏi đáp: on the xnk24.com website, in the XNK24 Pro application, in notification emails sent to members, and for search engines to index public pages.
3. This licence ends when the post is deleted, except for: copies in server backups until they expire automatically (at most 7 days); parts that other members have quoted in their own posts; and cases where the law requires XNK24 to retain it.
4. XNK24 does not use your posts for any purpose other than clause 2, such as advertising, inclusion in articles or bulletins, or AI training data, without your separate consent.
5. Your moral rights in the work (attribution and integrity of the content) are respected; XNK24 edits your post only in the cases in Article 9.

Chapter III. Reputation points and moderation

Article 8. Reputation points and limits

1. Reputation points are calculated automatically from votes on your posts: a question gains +5 for an upvote and −2 for a downvote; an answer gains +10 and −2; an answer accepted by the asker gains a further +15. Accepting your own answer earns no points. You cannot vote on your own posts.
2. Members with fewer than 10 reputation points may ask at most 5 questions and post at most 20 answers per day, counted in Vietnam time, to limit spam.
3. Reputation points show the contribution recognised by the community; they are not a certification of professional competence.
4. XNK24 may adjust how points and limits are calculated; changes are published in these Rules. Fraudulent votes (clause 9 of Article 4) are cancelled and points are recalculated.

Article 9. Moderation

1. Posts appear immediately, without prior moderation. XNK24 administrators review posts when they receive a report, when they receive a request from a competent authority, or when they find an issue themselves.
2. Depending on the seriousness, an administrator may:
   1. issue a warning;
   2. edit the post to hide personal data, customer data or harmful links, and note that it was edited;
   3. delete the post;
   4. suspend posting rights or suspend the account, under the Terms of use;
   5. terminate the account for serious or repeated violations.
3. The measure chosen is proportionate to the violation. Administrators do not edit your professional content or opinions, and do not accept an answer on behalf of the asker.

Chapter IV. Reporting and removing content

Article 10. Reporting with the button in Hỏi đáp

1. Members report a post with the Report button, choosing a reason: spam, insult, private data, off-topic, or another reason with a note.
2. Only XNK24 can see reports. The person reported does not see the name of the reporter.
3. Do not make false reports or use reports to harass others.

Article 11. Notices of violation from non-members

A rights owner, a person named in a post, or anyone who sees content infringing their rights may send an email to cto@xnk24.com with the subject "Content removal request" (Yêu cầu gỡ nội dung), including:

1. full name or organisation name and contact details;
2. the link to the post to be removed;
3. the right infringed and the reason (for example: my personal data, a news article of which I hold the copyright, content defaming my business);
4. supporting documents, if any (documents on copyright, a power of attorney if sending on behalf of someone else);
5. a statement that the information in the request is true.

Article 12. Handling times

1. XNK24 tells the requester the outcome by email if the request was sent by email. For reports made with the button, the outcome shows in the post being kept, edited or removed.
2. Where content shows clear and serious signs of violation, XNK24 may hide it immediately while reviewing.

Article 13. Notice to authors and responses

1. When your post is edited, hidden or removed, XNK24 sends you an email stating which post, what measure and the reason, unless a competent authority requires that no notice be given or notice would harm others.
2. If you believe the decision is wrong, send a response to cto@xnk24.com within 07 days of receiving the email, with your explanation and documents. After that period you still have the right to complain under Article 14.
3. XNK24 reviews the response and replies within 05 working days. If the response is well-founded, the post is restored.
4. For a dispute over rights between you and another person (for example copyright, or content alleged to be defamatory), XNK24 does not adjudicate in place of a court or competent authority. XNK24 may keep the post hidden until the parties resolve it themselves or a competent authority decides, and may pass on contact information between the parties when both agree.

Article 14. Complaints about account decisions

1. If your account is suspended or terminated for breach of these Rules, you complain under the complaints procedure in the Terms of use: first response within 02 working days, negotiation within 07 working days, and if rejected, a written reply stating reasons.
2. These Rules do not limit your right to complain or to bring a claim under the law.

Article 15. Record keeping

XNK24 keeps removal request emails, responses and enforcement decisions for 12 months to resolve complaints and to work with competent authorities when requested.

Chapter V. Deleting posts and accounts

Article 16. You delete your own posts

1. You may edit or delete your posts at any time.
2. Deleting a question deletes all answers, comments, votes and reports within that question, including those written by other members.
3. When your account is deleted (Privacy policy and personal data processing notice), all your questions, answers, comments, votes and reports are deleted with it, together with other people's answers to your questions.

Article 17. Changes to the Rules

1. These Rules have a version number and an effective date. Material changes are announced in Hỏi đáp and by email at least 15 days before taking effect, and you have the rights in Article 7 of the Terms of use.
2. If the English version differs from the Vietnamese version, the Vietnamese version applies; for Consumers, however, the version more favourable to the Consumer applies.
